Iceberg+ enables Cargo Bike Sharing pilot project in Brașov’s historic centre

TourINN-Act tackled the post-pandemic recovery of the tourism sector by offering over 90 ready-to-deploy digital and sustainable solutions to small and medium-sized enterprises (SMEs) across Europe.
The Challenge
Iceberg+ facilitated in 2024 a challenge submission, launched by Brasov Municipality.
The city of Brasov wanted to improve logistic flows in the historic city centre to reduce congestion and pollution. The solution was to implement a secure parking and cargobike sharing system. The main expected results were:
- Reducing the volume of traffic in the city centre: less than 800 vehicles per hour entering Muresenilor Street during rush hours
- Improved conditions for local businesses to deliver food and receive goods
- Decrease in the use of motorized vehicles for deliveries in the central area
- Improving air quality: decreasing the number of hours per month when PM 1.0 and PM 2.5 exceed the maximum threshold
- Reducing noise pollution on Muresenilor Street: from 70 decibels to 50 decibels
Beneficiary
The EIT Urban Mobility CITY RAPTOR programme co-founded a pilot project in Brasov for a secure parking and cargobike sharing system owned by rastel.io.
The process was facilitated by Iceberg+, supporting the stakeholders to participate in the programme:
1. Brasov Municipality submitted a challenge,
2. rastel.io applied to the open call to respond to the challenge launched by Brasov and got selected of out approximately 12 European startups.
The pilot involved Brasov Municipality – challenge owner and the startup Rastel.io – solution provider, plus other collaborators.
The pilot project was co-funded by EIT Urban Mobility. Total budget: 59,500 euro (40,000 euro – EIT Funding + 19,500 euro co-funding from rastel.io).

Impact
In order to reach as many potential users, from different sectors, the provider engaged with the local cycling community, delivery companies, businesses located in the central area and large companies delivering goods to the central area as well as residents in the area who want to use the shared cargo-bikes as an alternative to the personal car.
To reach the stakeholders, the provider organized public meetings, engaged in one-to-one conversations with the community and launched a social media campaign.

Results
The main beneficiaries are the companies delivering in the central area or the city and the personnel of businesses from the center city area who need to supply goods for their businesses.
A number of
organizations and around
people were actively involved in the development, installation operations and promotion of the solution.
The practice is good because it encourages the use of cargo-bikes in the central area of Brasov, as a replacement for lorries or scooters used for supplying goods, which also calls pollution, and replaces hand pushed carts, which are noisy especially on the paved streets.
